The forecast through May indicates a patchwork of water anomalies. In Mexico, moderate to extreme deficits are forecast in Nayarit, Guerrero, Chiapas, and Yucatan. Conditions of both deficit and surplus are forecast from southern Durango southeast through Morelos. Regions forecast with surpluses include northern Coahuila, Nuevo León, southern Tamaulipas, eastern San Luis Potosí, Distrito Federal, and northern Oaxaca into central Veracruz. Exceptional deficits are expected in western Panama, and moderate deficits in Dominican Republic.
Global Precipitation & Temperature Outlook September 2018
The September Outlook indicates that intense heat anomalies which have dominated Central Europe for the past month are expected to moderate overall. Exceptionally warmer than normal temperatures will prevail in Madagascar. Much drier than normal conditions are forecast in India along its southern Arabian Sea coast and also in Ethiopia's central Highlands.
Mexico, Central America, & the Caribbean: Significant water deficits forecast for southern Mexico
Over the next few months, significant water deficits will emerge in southern Mexico including Michoacán, Guerrero, Puebla, Veracruz, Oaxaca, Tabasco, and Chiapas. Exceptional deficits will also reach into Central America, emerging in Guatemala, El Salvador, and western Honduras. Deficits will downgrade somewhat in western Cuba but intensify in Haiti and the Dominican Republic, and Jamaica will transition from surplus to deficit.
Mexico, Central America, & the Caribbean: Water deficits forecast Baja, Sonora, Nayarit
In the next few months water deficits in Baja, Mexico will remain intense, with exceptional deficits emerging in the south. Extreme to exceptional deficits are also forecast for Sonora, Sinaloa, Durango, Nayarit, along with deficits slightly less severe in Chihuahua. Surpluses of varying severity will continue to emerge in pockets of southern Mexico leading into northern Guatemala and Belize, where conditions may be extreme. Severe to exceptional surplus is forecast for Honduras, Nicaragua, Costa Rica, and Jamaica.

Regions forecast to have significant water deficits for the 12-month period from December 2017 through November 2018 include: the US West, Southwest, and South Atlantic States; southern Venezuela; Uruguay; northeastern Argentina; Finland; northern Africa and Gabon; and southern Iraq. Areas with a forecast of significant water surplus include: the Ohio River Valley and western Montana (US); Paraguay; Tanzania and Ethiopia; Ireland; Central and Eastern Europe; and European Russia.
