The forecast through March indicates intense water surpluses in the Ob and Yenisei River Basins in Russia. Moderate to severe deficits are forecast for the Ural River Watershed in northwestern Kazakhstan and across the border into Russia, and in the Upper Volga River Basin and parts of Trans Volga. Primarily moderate surpluses are expected along the Ertis (Irtysh), Esil, and Ile Rivers in Kazakhstan, and the Zarafshon River in eastern Uzbekistan. Severe deficits are forecast for eastern Tajikistan and surpluses in the west.

Regions forecast to have significant water deficits for the 12-month period from September 2018 through August 2019 include: Quebec (Canada), Chile, Finland, Albania, northern Africa, India, western Cambodia, and southeastern Australia. Areas with a forecast of significant water surplus include: Texas and Pennsylvania (US), Paraguay, western Tanzania, Tomsk and Kemerovo (Russia), and Heilongjiang (China). This Watch List is based on ISciences Water Security Indicator Model (WSIM) run on 7 December 2018.
Central Asia & Russia: Intense water surpluses forecast between the Ob & Yenisei Rivers, Russia
The forecast through December indicates that prior exceptional water deficits in Turkmenistan, Uzbekistan, western Kazakhstan, and the North Caucasus region will downgrade considerably, leaving primarily mild conditions. In Russia, surpluses will increase between the Ob and Yenisei Rivers and will be extreme to exceptional. Moderate deficits are forecast in the southern Ural Mountains, with surpluses to the west. Surpluses will re-emerge in the Upper Don River watershed.
Central Asia & Russia: Intense Water deficits forecast for Ural River Basin
The forecast through June indicates that water surplus will shrink in European Russia, persist in the Tom River watershed, and transition to deficit in the Ob River watershed. Deficits will emerge surrounding Orenburg on the Ural River, and between the Lower Tunguska and the Angara Rivers in the Yenisei watershed. In Kazakhstan, surpluses will emerge and persist in the north, but diminish elsewhere; deficits will emerge in the west, which will be extreme on the Ural River. Intense deficits are forecast for Turkmenistan, eastern Uzbekistan, western Kyrgyzstan, and Tajikistan.
Central Asia & Russia: Water surpluses forecast for Volga River Basin, & from Ob to Tom River
Widespread exceptional water deficits in northern Russia observed in the prior three months are forecast to retreat May through July. However, drier than normal conditions will persist from the Yamal Peninsula to the Sea of Okhotsk. Exceptional surpluses are forecast in the Volga River Basin, the Irtysh, and between the Ob and the Tom Rivers. Surpluses will continue to emerge in many parts of Kazakhstan and are also forecast for eastern Uzbekistan, Kyrgyzstan, and Tajikistan. Moderate deficits are forecast for Turkmenistan and central Uzbekistan. Beyond July the forecast shows a similar geographic distribution of anomalies but with some changes in conditions.
