Exceptional deficit anomalies will continue in southern regions of the Middle East, as well as in coastal regions of Turkey. Isolated pockets of exceptional deficit will also persist in Iran. Southwestern coastal areas of the Middle East will continue to observe moderate to severe surplus.

Exceptional water deficits in Cuba are forecast to retreat through December, and moderate to severe deficits are forecast for Tamaulipas, Mexico, and other pockets across the north. The extent of exceptional surpluses in Central America is expected to shrink, but surpluses remain in the forecast and may be especially intense in Honduras. After December moderate deficits will continue to emerge in northern Mexico with more severe deficits in Tamaulipas. Surpluses will persist in Central America but will begin to transition to deficits in El Salvador.

Water deficits are forecast to continue in much of Mexico, increasing in extent and severity through February 2018. For the next few months exceptional deficits are forecast in Nayarit, along with deficits of varying severity in other states including Hidalgo, Michoacán, Sinaloa, and Tamaulipas. Surpluses in Central America are expected diminish but will remain in the forecast through November in Honduras, Nicaragua, Costa Rica, and Panama.

Intense water deficits in Mexico and western Cuba are forecast to retreat after July. However, severe to exceptional deficits remain in the forecast for northern Baja, in Nayarit, and peppered along the Gulf of Mexico from Tamaulipas through Tabasco. Surpluses are forecast for the border of Guatemala and Honduras, and in Nicaragua, Costa Rica, Panama, and western Jamaica. After October deficits will continue to emerge in southern Mexico; surpluses in Central America are forecast to diminish to near-normal conditions.

Recent severe water deficits across Mexico are expected to subside somewhat through August, shifting toward the south and bringing moderate deficit conditions to Guatemala, El Salvador, and Honduras. These conditions are forecast to persist into early 2018. Surplus conditions in southern Nicaragua and northern Costa Rica should subside and moderate by the final forecast period. Exceptional surplus conditions in central Cuba and Haiti are forecast to persist but moderate slightly by early 2018.
