Much of northern Russian is forecast to be wetter than normal, along with Thailand, Cambodia, and Vietnam.

The Outlook for April 2016 is dominated by a forecast of widespread warm temperatures, particularly in South America, India, Southeast Asia, and Indonesia. Drier than normal conditions are forecast for Brazil and Southeast Asia, while exceptionally wetter conditions are expected in northern Argentina and Shanghai, China.
